雪州马华政宣局主任拿督叶炳汉指责雪州民联政府把公务员职位委任事件政治化，同时民联领袖以主观的政治意识干预公共服务领域官员擢升程序并以政治考量来鉴定行政官员的职位，是不符合国情及行政准绳。
叶氏是针对雪州民联政府及州务大臣拒绝接受拿督古斯林被委为州秘书事件作出上述的评论。
叶氏指出，国内各领域的公务员是超越政治，所有政府行政官员的职权经已在政府公务员行政条列清楚且明确的规定，任何公务员违反条规将受到纪律制裁，因此为何民联政府却以先入为主及主观方式质疑拿督古斯林所担任的州秘书职位，这是令人感到诧异。
他说，公务员行政职位的委任是不应受到政治因素所左右，拿督古斯林被擢升为雪州州秘书职位是受到公共服务委员会的认同其过去担任各级行政官员取得丰富的工作经验及符合条规而做出的决定，但是民联政府却以“小人之心度君子之腹”及以有色眼光看待拿督古斯林是不公平，反映民联政府领袖在处理这事件上是不成熟及不理性。
叶氏认为当前雪州民联政府所采取不接受拿督古斯林为州秘书的行动，经已引起雪州苏丹殿下不满，而当前州内不安定因素及争论应由民联政府负责纠正及接纳公共服务委员会的决定才是上策。

Press Statement by the Selangor MCA Publicity Chief Datuk Yap Pian Hon on the refusal of the Pakatan Rakyat Government to accept Datuk Mohamad Kusrin Munawi’s appointment as the Selangor State Secretary.
The Selangor MCA Publicity Chief Datuk Yap Pian Hon has hit out at the Selangor Pakatan Rakyat Government for politicizing the appointment of civil servants.
He said the Pakatan Rakyat leaders had interfered with the promotion and placement procedures of government officers in the public service based on their subjective political views.
Yap, also former EXCO Selangor said this when commenting on the Selangor Mentri Besar Tan Sri Khalid Ibrahim’s refusal to accept the appointment of Datuk Mohamad Khusrin Munawi as the Selangor State Secretary.
Yap pointed out that civil servants in all government departments were above politics and that the powers and responsibilities of all government servants were clearly stated in the Government Administrative Orders.
He said government servants who went against the Administrative Orders were subject to disciplinary action.
Yap regretted that the Pakatan Raakyat Government had predisposed public opinion to cast doubt on Mohamad Khusrin’s appointment as the Selangor State Secretary.
The appointment of government servants should not have been influenced by political factors, he said, adding that Mohamad Khusrin’s appointment as the Selangor State Secretary was endorsed by the Public Service Commission in recognition of his past experience as a government administrator at the various levels.
He described the Pakatan Rakyat Government’s opposition to Mohamad Khusrin’s appointment as an immature and irrational act.
Yap stated that the Pakatan Rakyat Government’s action had incurred the displeasure of the Selangor Ruler, adding that the Pakatan Rakyat Government should take immediate remedial steps to restore stability in the State by accepting the decision of the Public Service Commission.
